June 30, 2015

Bids for furnishing Furnish Ruggedized Convertible Laptops for the Utica Fire Department shall be received by the Board of Contract and Supply, City Hall, 1 Kennedy Plaza, Utica, New York, up until and no later than 12:00 p.m. on July 23, 2015, at which time they shall be publicly opened and read aloud in the Common Council Chambers.

Proposals shall be submitted only on the forms contained herein and shall include a five percent (5%) bid security in a form described and all other required statements. Proposals shall be received only from persons who obtain Bid Documents from the Board of Contract and Supply, and are duly registered on the list of bidders.

No bids or proposals shall be received after 12:00 p.m. on the date set for receipt and bids that do not comply with the requirements set forth for their submittal shall be considered informal.

The Board of Contract and Supply reserves the right to waive any formalities and to reject any and all bids.

INSTRUCTIONS TO BIDDERS

  1. Time and Place

Sealed proposals for Furnish Ruggedized Convertible Laptops for the Utica Fire Department will be received by the Board of Contract and Supply, City Hall, 1 Kennedy Plaza, Utica, New York, no later than and until 12:00 p.m. on July 23, 2015 at which time or soon thereafter a meeting of the Board of Contract and Supply will be held in the Common Council Chambers and such proposals will be opened and publicly read.

Authorization

The work herein proposed was authorized by Resolution of the Board of Contract and Supply adopted June 30, 2015.

Plans and Specifications

Proposal forms, plans and specifications may be obtained from the Secretary of the Board of Contract and Supply, City Hall, 1 Kennedy Plaza, Utica, N.Y. 13502. The deposit for Plans and Specifications is $0.00. Bids may be submitted only by persons who have received the bid proposals from the Board of Contract and Supply and are duly registered on the Bidder's List. Bids shall be submitted only on the forms contained in the bid proposal package

The plans and specifications are explanatory of each other, but should any discrepancy appear, or any misunderstanding arise, the explanation and decision of the City shall be final and binding through written addenda.

NOTICE TO BIDDERS

Specifications have been filed by the Board of Contract and Supply for the following projects:

SEWER CLEANING AND TELEVISING AT VARIOUS LOCATIONS

Sealed bids for the aforementioned proposal shall be received at the Board of Contract and Supply office, 1 Kennedy Plaza, Utica, New York, 13502, until 12:00 p.m. on July 23, 2015. Bids shall be opened and publicly read in the Common Council Chambers, City Hall, Utica, New York, immediately after the time set for receipt.

Copies of the Bid Documents may be obtained only from the Board of Contract and Supply, 1 Kennedy Plaza, Utica, New York, 13502. A charge of Twenty – Five Dollars ($25.00) will be required for each set. Bidders are responsible for all costs of shipping, mailing, etc. Proposals shall be received only from persons who obtain Bid Documents from the Board of Contract and Supply and are duly registered on the List of Bidders.

No bids shall be received after 12:00 p.m. on the date set for receipt. Bids shall be addressed to the Board of Contract and Supply and be endorsed on the outside of the envelope with the name of the bidder and the title of work to which it relates.

Sealed bids shall be accompanied by a five percent (5%) bid security in the form described in the Instruction to Bidders, and shall include all the required bid forms, affidavits and statements.

No contractor will discriminate against any employee or applicant for employment because of race, religion, sex, or national origin.

The City of Utica has established goals for employment of City residents and minorities for this project. The goal for employment of City residents is 60% of the total work force used in the completion of this project and the minority goal is 10%. The City has also established a goal for MBE participation by contractors in all contracts which exceed $10,000.00.

Issuance of this bid proposal was resolved by the Board of Contract & Supply on July 9, 2015.

The BOARD OF CONTRACT AND SUPPLY reserves the right to reject any and all bids and waive any informalities in the bid.
