Oh. 4:22 : John Dillon , Ben Zimmerman : Let me kill. 4:29 : Jack Spaeth : So I hope I wouldn't the employees come in Jack? They just, he knows them. Yeah, so they just go in. Yeah. Because I heard they were taking pictures and everything else. 4:41 : Jack Spaeth : They do have that big the capability now. Just like you're going to the hospital and they Zapien you'd be where the mic first come in to pay his will tanks and they took his picture ID. Oh, really? Wow. 4:54 : Jack Spaeth : Well, generally if you're staying on the first floor, like you're just gonna go to the clerk or go to the office then I think they let you in budget if you're gonna go second or third, then you have to. 5:06 : Jack Spaeth : Locked right now. Yeah let us in, it took a while. I just tried where I was going. Yeah, I told him that I always. Oh, ok. 5:21 : John Dillon , Ben Zimmerman : I mean. 5:23 : Jack Spaeth : The other places they're gonna need to, they probably they're putting in metal Detectors the federal building. 5:33 : Jack Spaeth : It's not the airport, I gotta put your stuff in a bin and it goes through the. 5:40 : Jack Spaeth : No, same at the county. 5:45 : Jack Spaeth : How things have changed in the thirty four years. Well, they, the reason why that, that fountain is there. 5:54 : Jack Spaeth : You know the the fountain out in the middle of the walkway. Yeah. Is after nine eleven. If you notice that a lot of stores and stuff like that, you'll find either big, heavy concrete ballards or like big balls like this. Yeah. So cars can't take and have it running start and smash their. 6:10 : Jack Spaeth : Doors. So. 6:13 : Jack Spaeth : That's why the fountain is there for one, but then again, all these stores and banks been there for a while. It has been. Right. 6:21 : Jack Spaeth : Oh, oh. 6:24 : Jack Spaeth : I need my forey. I think it was around two thousand and eleven, you know nine eleven. Oh yeah. Yeah, I was calling that. 6:34 : Jack Spaeth : Right two hours one wonder why. 6:38 : Jack Spaeth : Interrogated. Yeah. 6:41 : Jack Spaeth : You know, they probably need a good interrogation. 6:43 : Jack Spaeth : It was gonna interrogate us. That's the first time I've been here. Other than paying taxes. Yeah since they put that wall up. 6:51 : Jack Spaeth : No, he hasn't there. Yeah. 7:05 : John Dillon , Ben Zimmerman : Please get started. 7:11 : Jack Spaeth : Alright, Suzanne Johnson morning. John here early forget for you guys, we don't know what's going on. 7:22 : Jack Spaeth : Complaints. 7:26 : Jack Spaeth : He was gonna be out of time. 7:28 : Linda romano : You have a quorum? 7:30 : Jack Spaeth : I do Yep, I do. I'm gonna get started started in one second. 7:35 : John Dillon , Ben Zimmerman : N. 7:38 : Jack Spaeth : We didn't have a meeting such a long time. I thought that they throw us on. 7:42 : Jack Spaeth : Yeah. Now were hoping. Damn it. 7:48 : Jack Spaeth : Finally, I. 7:50 : Jack Spaeth : Got off. 7:53 : Jack Spaeth : To get off this room. 7:58 : John Dillon , Ben Zimmerman : I think I got. 8:00 : Jack Spaeth : They would have been in the patterns, there's just. 8:04 : Jack Spaeth : Come down. 8:05 : John Dillon , Ben Zimmerman : Or. 8:07 : Jack Spaeth : Maybe this is. 8:10 : Jack Spaeth : This is the agenda. Yeah, I didn't I don't think I included so we're good. 8:16 : Jack Spaeth : Morning. How you doing? Good. 8:19 : Jack Spaeth : How you doing? I'm. 8:26 : Jack Spaeth : Straightforward or a forum forum forum. 8:40 : Jack Spaeth : Right, yeah rings over the financial. 8:44 : Jack Spaeth : We're gonna do the finance committee first, call the meeting to order. 8:47 : Jack Spaeth : Approval of the minutes August twentieth, twenty twenty five, kind of get a motion. So moved back in. 8:54 : Jack Spaeth : On favor. Hi. 8:58 : Jack Spaeth : Approval of the budget. Jack. 9:02 : Jack Spaeth : As we go down through here. 9:04 : Jack Spaeth : I'm pretty consistent with what we've had in the past. 9:09 : Jack Spaeth : You see the different companies that we collect admin fees from. 9:15 : Jack Spaeth : One nineteen seven fifty. 9:19 : Jack Spaeth : Agency income is generally around two hundred. 9:23 : Jack Spaeth : Professional services down in the bottom, we've got non operating expenses, some memberships marketing. 9:31 : Jack Spaeth : We've kind of increased some sponsorships and promotions. 9:38 : John Dillon , Ben Zimmerman : I. 9:40 : Jack Spaeth : Don't know if you have if anybody has any questions. 9:43 : Jack Spaeth : We had, we have. 9:50 : Jack Spaeth : In the expenditures development slash project during the past we were considering helping the city with a downtown Wi Fi. 10:01 : Jack Spaeth : Has since gone to the to the wayside and we have been assisting with cameras throughout the streets. So cameras up on the, on the corners of the, you know, areas of the city that are just. 10:14 : Jack Spaeth : You know, it's, you know, not great or there's just. 10:19 : Jack Spaeth : The Activity that they were, you know, we're just trying to keep an eye on. So we made a little shift there. 10:28 : Jack Spaeth : That being said or any questions to the budget. 10:35 : Jack Spaeth : No questions or issues, can I get a motion to approve the budget? So I got. 10:35 : John Dillon , Ben Zimmerman : Nope. 10:45 : Jack Spaeth : So moved. We don't need executive motion to adjourn. 10:51 : Jack Spaeth : Huh. Okay. 10:52 : John Dillon , Ben Zimmerman : Okay. 10:53 : Jack Spaeth : In favor. Okay. All right. My. 10:58 : Jack Spaeth : I'll meeting in the minutes june. 11:01 : Jack Spaeth : Third twenty twenty six. I meet. 11:05 : Jack Spaeth : With you, too. Yeah, thank you. 11:15 : Jack Spaeth : Yeah. 11:35 : John Dillon , Ben Zimmerman : Alright. 11:46 : Jack Spaeth : Hang on. 12:10 : Jack Spaeth : MBT. 12:17 : John Dillon , Ben Zimmerman : His paying. 12:34 : John Dillon , Ben Zimmerman : How. 12:35 : Jack Spaeth : Much should we spend on those things I'm looking for. 12:37 : John Dillon , Ben Zimmerman : The. 12:39 : Jack Spaeth : I don't know what it is. 12:43 : John Dillon , Ben Zimmerman : Finish. 12:48 : Jack Spaeth : If we can we're gonna. 12:51 : Jack Spaeth : Little bit. 12:53 : Jack Spaeth : We are gonna go to. 12:56 : Jack Spaeth : So the the finance committee. 12:59 : Jack Spaeth : Approves the budget, but then we need to take action on as the board to approve based on their recommendations so if we can skip to a letter E. 13:10 : John Dillon , Ben Zimmerman : No. 13:12 : Jack Spaeth : Okay got your motion to approve the budget that the finance committee just approved Motion second. 13:19 : Jack Spaeth : All favor. I pose the moved. 13:30 : Jack Spaeth : Be here for the meeting? Yeah with Rob, so you want to do the artspace? Yep. Sure. Thank you. 13:40 : Jack Spaeth : Do a little summary jack. Our space. Sure, basically they are moving into their permanent financing, so we're here to consider an resolution relating to the artspade art space Utilica loss LLP facility authorizing the form and execution of loaned documents and connection with the conversion to financing subject to coun. 14:02 : Jack Spaeth : Approval, no financial assistance is requested. 14:07 : Jack Spaeth : I'm. I'll move that. 14:11 : Jack Spaeth : Hi, oh. 14:12 : Jack Spaeth : So moved. Okay, and it was assistance requested. 14:19 : Jack Spaeth : Huh. 14:25 : Jack Spaeth : We'll go to, we have on. 14:28 : Jack Spaeth : Online with us, Ben Zimmerman and John Dylan from. 14:33 : Jack Spaeth : The AFP one oh one court. They represent the Delta Mary facility and we're here to consider an inducement resolution relating to the AFP one oh one court Delta Uread facility A. 14:47 : Jack Spaeth : Granting preliminary preliminary approval for financial assistance in the form of the exemptions from sales tax value to four hundred and twenty nine thousand which proposed financial. 14:59 : Jack Spaeth : Assistance is not a deviation. 15:04 : Jack Spaeth : Is is consistent that the agencies, even if our exemption policy. 15:09 : Jack Spaeth : B making a secret determination and C. 15:14 : Jack Spaeth : Directing the agency to conduct a public hearing. So Ben and John if you want to just kind of go through your project and what you're requesting for this from the idea. 15:24 : John Dillon , Ben Zimmerman : Sure, good morning, everybody. And thank you so much for taking the time to to meet with us. 15:30 : John Dillon , Ben Zimmerman : Our company is owned Delta Marriad, you know, in, in other branch in other forms as well since two thousand seven, so we've really enjoyed our partnership with the city. We've had other projects that have been very successful through rebranding and and now as part of our Marriott requirements. We are undergoing a soft goods renovation. 15:51 : John Dillon , Ben Zimmerman : And some other work that's being done. I'm gonna turn that over to John Dylan, our director of construction to go into details. But again, as Jack had mentioned. 16:01 : John Dillon , Ben Zimmerman : We are seeking some some relief through sales tax abatement work for the five million dollar project that we're about to undergo. So I'm gonna turn it over to John to provide a little more detail and we're available for any questions. And again, thank you very much for meeting with us. 16:18 : John Dillon , Ben Zimmerman : I'll just give you a brief synopsis of of what the renovation we're planning on. 16:26 : John Dillon , Ben Zimmerman : Would entail. So basically unlike we did back in two thousand seventeen and Jack, I think I worked with you a little bit back back way back then I was actually the the contractor when we did the conversion from the Radison to the Delta. Right. 16:41 : John Dillon , Ben Zimmerman : That was a while ago, though. 16:47 : John Dillon , Ben Zimmerman : Unlike that one, which was a very invasive project, this particular project is really. 16:53 : John Dillon , Ben Zimmerman : With a few exceptions that I'll that I'll I'll lay out is really decorative in nature. 17:02 : John Dillon , Ben Zimmerman : For the guest rooms with really be just replacing carpet wall vital drips, soft goods seating. 17:10 : John Dillon , Ben Zimmerman : The guest room hallways and in the public space would be doing about the same replacing vinyl painting, recarpeting, there'll be some areas that we do a little bit of hard skate tiling. We are addressing some of the pool needs that have been in on and off issue at that particular. 17:33 : John Dillon , Ben Zimmerman : Renovation turn, and we're also looking to address the exterior facade kind of right it up, make it a look a little nicer, certainly. 17:46 : John Dillon , Ben Zimmerman : Fit into the area a little better. It is our, it is an older building and. 17:50 : John Dillon , Ben Zimmerman : The exteriorion needs a little addressing as well. That would probably be the only. 17:57 : John Dillon , Ben Zimmerman : And it's not even that invasive, but that would probably be the largest scale. 18:05 : John Dillon , Ben Zimmerman : To the public. They'll see new newer looking build saint building, but, actually brought up to what it really should look like today. That's really the extent of the renovation. There are, like I said, there are some other items with as I said, we're gonna address the pool, we're gonna address the. 18:24 : John Dillon , Ben Zimmerman : Exterior facade in the remainder is all within the perimeter of the building itself. So that's in and as Ben said, it it is at this point not officially, but around five million dollar renovation or five million dollar investment that the owner is gonna. 18:45 : John Dillon , Ben Zimmerman : Into this building kind of put into this building in twenty twenty seven. And and we would be looking to stop this particular project. 18:54 : John Dillon , Ben Zimmerman : As it sits now somewhere late May but no later than mid June. 19:01 : John Dillon , Ben Zimmerman : And be finished up prior to the end of the year of twenty seventh, but that would require a buying jobs. Oh yeah, you know, probably towards the end of this year. In order to, to make those dates the end of May or early you know mid June obviously. 19:22 : John Dillon , Ben Zimmerman : Secure the materials and any equipment that's needed with this renovation, we would be starting that process the the purchasing process. 19:39 : John Dillon , Ben Zimmerman : Probably. 19:42 : John Dillon , Ben Zimmerman : But no later than the beginning of December. That's so, so from starting the project from a financial point of view, we would be starting at around then end of November beginning of December. But actual physical, work would, would stop, like I said right around June first. 20:02 : John Dillon , Ben Zimmerman : And that's basically the project in a nutshell. 20:11 : Jack Spaeth : Rendering? Yeah. 20:13 : Jack Spaeth : Rendering. 20:15 : Jack Spaeth : And the side. 20:18 : John Dillon , Ben Zimmerman : We, we, we do have renderings. They are in the process of being. 20:29 : John Dillon , Ben Zimmerman : We were hoping to have them prior to, to this meeting, but the design firm was having a little difficulty with the. 20:37 : John Dillon , Ben Zimmerman : As far as some of the items that they were. 20:43 : John Dillon , Ben Zimmerman : Have since been sent back for a change, and as I said, we're hoping to have them prior to this meeting, but like anything else, they'll probably show up this afternoon or tomorrow. 20:54 : John Dillon , Ben Zimmerman : We could forward it over to Jack as soon as they're available. Right, so certainly as soon as. 21:00 : John Dillon , Ben Zimmerman : They're available, we will forward them onto the, to the group. 21:03 : Jack Spaeth : Who's the design for it? I'm. 21:06 : John Dillon , Ben Zimmerman : Sorry? Design. 21:10 : John Dillon , Ben Zimmerman : Design firms accompany out of Chicago that we've dealt with before, they're very they're, they're more of a decorative design firm. They don't do any infrastructure. 21:22 : John Dillon , Ben Zimmerman : MEP work, so they're strictly designed the company's called the O Kelly Casperec. 21:38 : John Dillon , Ben Zimmerman : Alright. 21:40 : Jack Spaeth : We want to wait for the renderings and move to the next meeting, do you want to move it now and. 21:46 : Jack Spaeth : Subject to the renderings or whatever I'd like to see the renderings, but. 21:53 : Jack Spaeth : Or I think they're looking to start by the end of the year. We're gonna have a meeting, which in November. 22:00 : Jack Spaeth : I just. If, have you. 22:05 : Jack Spaeth : The planning board had seen a historic boards, have you entered that path yet? I don't I don't think so. 22:15 : Jack Spaeth : IDA. 22:18 : Jack Spaeth : That that's really what we were gonna want to move on if we need to accelerate. 22:22 : Jack Spaeth : I do have a letter from Brian. Okay. Just stating that there's no, you know, there's nothing that brings this to the attention of the planning board. Okay. No, but it is for historic outside, definitely. Okay. You you are aware that you have to go through historic and Shipo running improvements to the exterior. 22:44 : John Dillon , Ben Zimmerman : Yes, and again we don't have renderings or. 22:49 : John Dillon , Ben Zimmerman : Envisioning of the exterior. But that's really the smallest portion of this project and to put it in perspective, our budgeting for the exterior of the side, which will really. 23:02 : John Dillon , Ben Zimmerman : Of. 23:05 : John Dillon , Ben Zimmerman : New new window cocking and then a fresh code of paint. But. 23:10 : John Dillon , Ben Zimmerman : That number, that budgeting number is a hundred and eighty eight thousand two hundred. 23:20 : Jack Spaeth : Yeah. 23:21 : Jack Spaeth : Ok. I just want to make sure that they said there's. 23:24 : Jack Spaeth : An interest in time here so just to make sure that's all. 23:29 : John Dillon , Ben Zimmerman : Absolutely, absolutely. 23:32 : Jack Spaeth : I'm ok moving it because they said they want to start buying. Yeah, and they're not they're just talking about clocking windows Real to get towers or. 23:45 : Jack Spaeth : Like to have them for the publication. Could induce it, then would you like them before the public. 23:53 : Jack Spaeth : Yeah. How long they said. 23:56 : Jack Spaeth : So is suggesting that. 24:01 : Jack Spaeth : Before we hold up our public hearing that we would need to, that you would have the renderings. 24:06 : Jack Spaeth : Is that possible by that time? So. 24:08 : Jack Spaeth : Again, I don't know what the timing is for the design firm, but as soon as you can get those to us because we'll hold off on the public hearing until such time that we get them. 24:19 : John Dillon , Ben Zimmerman : Okay. Agreed. 24:22 : John Dillon , Ben Zimmerman : Thank you. Yeah, i agreed. I forward over as soon as we get it. 24:27 : Jack Spaeth : Okay, very good. Alright. 24:29 : Jack Spaeth : Do we wanna move it now with the subject. 24:33 : Jack Spaeth : To the public hearing the renderings by the last year? Yeah. 24:37 : John Dillon , Ben Zimmerman : Yep. 24:37 : Jack Spaeth : Okay Flows. 24:39 : John Dillon , Ben Zimmerman : I'll know that john. 24:43 : Jack Spaeth : Favor. 24:45 : Jack Spaeth : Hi. 24:48 : Jack Spaeth : Hey, let's go back to number. 24:54 : Jack Spaeth : So what with this and most people know them is Rob Ash. 24:58 : Jack Spaeth : He's the. 24:59 : Jack Spaeth : Basically owner of the comments and the, you know, that works the odd and everything. 25:05 : Jack Spaeth : He is looking to, as you're in your packets. 25:10 : Jack Spaeth : Construct the building for apartments and. 25:15 : Jack Spaeth : Some resident or. 25:16 : Jack Spaeth : Restaurants pardon me and parking and then also the nineteen thirty three building, which will be into a turn into events and Annie event center. 25:24 : Jack Spaeth : So Rob, if you want to just start. Yeah, you know, going off on what your project is and so we started about eight years ago with the Harvard Point Board, it's been a long time, obviously, in that period of time a few years I think all of us took a couple of years off, so definitely delayed it. There's a lot of moving parts with the the canal corporation, you know, as. 25:45 : Jack Spaeth : Was always a three legged school with the canal corporation, the Harbor Point board in our company, there's a lot of legalities and paperwork that we've been able to flush out. We worked hand in hand with the Harbor Point Board to design a concept that we felt would attract tourism, but also be a vivic pride piece for the community and for the city of Udica. 26:06 : Jack Spaeth : All while, all while, highlighting the Harbord Point in general. What that entails is taking the nineteen thirty three building, putting it back to its original historic state, which would be fully glassed and there will be a bridge from the thirty three building connecting to. 26:28 : Jack Spaeth : A newly constructed eighty eight thousand square foot building. The first floor of that building is all parking. The second floor will be Jim for tenants. It'll be office space, it'll be a restaurant. 26:43 : Jack Spaeth : And like I said, that part will connect over to the event center for whether it's sporting ceremonies, holiday ceremonies, weddings, banquets, things of that nature. Almost more like a convention space, if you will. 26:58 : Jack Spaeth : There's three floors above that of fifteen, market rate housing units, all above that. So that's in it in a nutshell. It's a little over ninety two thousand square foot bill. It's about a twenty six million dollar project. 27:15 : Jack Spaeth : Construction should take about fifteen to eighteen months. We're looking to get in the ground in January the second week of January. We're hoping that next week we're actually closing on the properties, Seems like everything with the Harbor Point Board and us from Easement surveys descriptions, everything lines up. 27:37 : Jack Spaeth : I think this was just kind of a formality of something that we were looking to hopefully achieve also before. 27:43 : Jack Spaeth : Running right into it. And we've been working on this also with. 27:48 : Jack Spaeth : Jack Vin and the mayor for quite some time as well putting it all together. 27:54 : Jack Spaeth : And speaking from a pro formas standpoint and from a economic development standpoint, you know, at the end of the day, it's a it's a expensive project. 28:04 : Jack Spaeth : It highlights the area, it utilizes an event space, which I think is, is going to be paramount for tourism both regional and national for supporting events and things of that nature to, to close their opening and closing ceremonies, but at the end of the day, there's only forty five apartments and there's a restaurant. There's not a whole lot of. 28:26 : Jack Spaeth : Revenue that is derived from that. And in order to, you know, get something like this into the ground, we need the assistance of the idea and we're, we're very hopeful that you guys see that same way. 28:45 : Jack Spaeth : I do have renderings that didn't I didn't take as I do have a bunch of them. I'm sorry about that. 28:55 : Jack Spaeth : May or anything that you would like to add? Might. 28:59 : Jack Spaeth : I don't have anything in particular to add other than the fact that as Rob said, we have been working together on this. It's on trajectory of. 29:08 : Jack Spaeth : Harbor Point and. 29:12 : Jack Spaeth : The nineteen thirty three building and that property has been subject of this. 29:17 : Jack Spaeth : Proposal for quite some time. Yeah. The construction costs from when it was originally proposed, obviously a drastically increased, but just in the last three years. 29:31 : Jack Spaeth : The construction costs have increased greatly. So this has gone from. 29:54 : Jack Spaeth : National economy and where we stand. 29:59 : Jack Spaeth : Preliminary discussions on, you know, what, a pilot could or might look like coming in a couple of years ago. I had to deal with the pilot that was. 30:11 : Jack Spaeth : Proposed if you will, that we had to rework when the vision's hotels properties were purchased. 30:19 : Jack Spaeth : We drastically reworked that. That's a much more substantial project, much larger and if my memory suits me correct, what should be in the packet. 30:34 : Jack Spaeth : Is roughly. 30:38 : Jack Spaeth : I think it's thirty percent of the value that will come in as far as payment and little taxes. 30:47 : Jack Spaeth : That project is seventy two town homes and two hotels. And we'll bring in I think four point six million over twenty years. If this agreement is considered and approved and induced et cetera, this would bring in just under one point three million over that. 31:09 : Jack Spaeth : Time period of twenty years. So considering the cost to develop. 31:16 : Jack Spaeth : The size of the project, it's. 31:21 : Jack Spaeth : Commezerated with with that, with that renegotiated version of that and remember prior to that renegotiation, that pilot was only gonna bring in one point six million dollars over twenty years. Now it's four point six. The other thing I do wanna say in particular about this project is we do have two more hotels being constructed. This will result in an. 31:47 : Jack Spaeth : All of the economic activity that's been going on, this is in particular why I don't want to say went after, but. 31:55 : Jack Spaeth : Lobby to the state level to have an occupancy tax set in place that the city would benefit from. 32:04 : Jack Spaeth : The city did not have very diverse revenue sources prior. 32:07 : Jack Spaeth : And when the city in our IDA would consider projects like this, we would only be looking at this from a perspective of what we could be bringing in versus the pilot. This type of a project, if executed appropriately, is going to result in more hotels days, it is going to result in more tournaments, it is going to resolve. 32:28 : Jack Spaeth : In more counters. And now that's no longer just the residual sales tax that comes in, that that preemption, right? Now with what this means is this will bring more people into a harbor we just opened last year, we just had the fireworks, you know, picture that event just on July fourth with this on the face of that harbor. 32:50 : Jack Spaeth : There were people staying in a hotels for this year's fourth of July event. So my point is these type of developments now hook into a different revenue source the city has, which is the occupancy tax. So any development we do like this, even forward looking because there will be a boat launch next year that will be docks. 33:08 : Jack Spaeth : Part of a larger positioning for the city to be its own revenue generator, and I just do want the board to consider the fact that this will result in more occupancy tax though coming into the city, not just that residual sales tax that we always used to consider. So your project code doesn't have occupancy taxes. 33:28 : Jack Spaeth : No, it would be like, you know, for essentially what he was alluding to is the more term it's that we're able to entice to come here by having event space without going up to turning, so I mean, I love turningstone, but it's expensive up there and you know the women's world was a was a very, very expensive endeavor for them to have opening and. 33:49 : Jack Spaeth : And closing ceremonies up there. This allows, I mean, you're talking about ten thousand square feet open space, it just lends us to a whole host of other things, and I think that's what you're alluding to is the ability to. 34:03 : Jack Spaeth : Rendering right here, right? So between three building and then the new building. Yeah, there's the rendering right there. So of that though, that's actually gonna be five stories, it won't be that one. That's the one that mister Benachi did with us years ago, but the new building, the new constructure goes up and all the way down. 34:26 : Jack Spaeth : So it's five stories. We've worked with shipple. I think the one thing that I did forget to talk about, which I do think is is really important in this project. The reason why construction has been so. 34:39 : Jack Spaeth : He touched on all those issues. So working with the Harbor Point Board, working with the state and the Canaly. 34:44 : Jack Spaeth : Incorporation and just to get the place insured, everything is actually elevated. So the parking garage and the new construction that is at floor level, like all your mechanicals, everything is on a second floor. There's nothing that is floodable on the first floor, and then this building right here, the thirty three building, the floor is. 35:08 : Jack Spaeth : It's not down at the when Fema changed their flood plane from four eleven and a city ordinance I believe at two feet it puts it at four thirteen. So everything below. 35:18 : Jack Spaeth : You know allowed to be flooded and we'll we'll we'll have issues I'm sure but it won't be won't be as serious issues and that was a big cost of construction is designing it the way that, you know, not only the Harvard Point board wanted to see, but just from a, you know, from a standpoint of us as being able to make sure that this place is gonna be. 35:41 : Jack Spaeth : So it was, it came with a lot of challenges, but we did get there. To your answer your question directly. 35:49 : Jack Spaeth : Projects that we have to execute in order to fully redevelop the harbor as a destination. The fact that it's a destination means the hotel stays, means the occupancy takes. 35:59 : Jack Spaeth : To go all the way back Rob was the first guy, yeah. On the harbor. You know, I was a concept and a bunch of land that was empty and ugly and walls were failing and he stepped up immediately, so, you know, it's, it's time to eliminate it for helping right it's it's time to anyway. 36:21 : Jack Spaeth : Get back to him because without him I'm not sure Patel shows up or anything else, so I appreciate that. 36:27 : Jack Spaeth : Where's the building in relation to that overall? So this right here is the thirty three but this is Starbucks that you guys know? 36:36 : Jack Spaeth : Cookies. This is the thirty three building that sits there right now. There'll be a bridge connecting these two. So this is actually an old, master plan, but it actually ends up working. This is exactly what we're building. Okay, and we just so this is two, this is gonna end up being eighty eight thousand square feet five stories parking. 36:55 : Jack Spaeth : Restaurant, gym offices, and then three floors above it, are fifteen, and I have plenty of renderings that I, we have a hundred percent of the prints already done, so I can send you all this stuff, and then we own the property right here, my company does, which we call cookies and roosters is there. We own. 37:17 : Jack Spaeth : So all this will now be connected. 37:21 : Jack Spaeth : You know for easement of people coming and going. 37:27 : Jack Spaeth : So the actual company is Unika Harbord out. The Unica Harvard represented Mohandra Garden occasionally so. Yeah, so the Unica Harbor Point LLC, every grant is in that name because that's gonna be the master lease holder. Okay. So inside it's gonna be twenty percent by MVG. 37:49 : Jack Spaeth : Two hundred and fifty liberty properties, which is Joe Gentleman myself and one of the others private equity. Okay. 37:57 : Jack Spaeth : Who's your architect? We used or we use the process, we started with David Acci. 38:04 : Jack Spaeth : Paul's group Bizarre with these guys, so then we, we use this consultant on three eleven main for historic tax press credits Carmino wood. And they were terrific to work with. There's a guy back named Phil Sparrow who was a little bit jammed up at the time and we just, we ran with Carmina Wood. 38:26 : Jack Spaeth : Structural as EM structural out of South Carolina or North Carolina. Meps were town, town did all the, yeah, Town all the MEPs. 38:37 : Jack Spaeth : And there's a lot of overlap between what the Harbor Point Board already did and what we were doing. So Paul Romano's group is already doing a ton of this civil work prior to me even getting involved in that. So it's an overlapped in a really good way, to be quite truthful. 38:59 : Jack Spaeth : I just want to start up the odd and. 39:03 : Jack Spaeth : We're here to consider an inducement re resolution relating to the Udica Harbord Point LLC Valley Gardens facility, A granting preliminary approval for financial assistance in the form of exemptions from sales tax, value add one one million fifty thousand dollars, the exemptions from mortgage recording tags valued at ninety seven thousand. 39:23 : Jack Spaeth : Five hundred dollars and reduction of real property tax for a period of twenty years during which time the company will pay fixed pilot payments valued at approximately six million nine hundred thirty one thousand two hundred. 39:37 : Jack Spaeth : Two hundred thousand dollars or twenty two hundred dollars, which proposed financial assistance as a deviation from the agency's uniform tax exemption policy B making the finding that the mixed use project will prevent economic deterioration by promoting employment opportunities, C making the finding that the event space. 40:01 : Jack Spaeth : Tourism destination D affirming that the requirements of seeker have been met and E directing the agency to conduct a public hearing. 40:12 : Jack Spaeth : Okay so. 40:15 : Jack Spaeth : I don't know if. 40:19 : Jack Spaeth : I'll, I closed so moved. 40:28 : Jack Spaeth : Thanks. 40:30 : Linda romano : Rob. 40:31 : Jack Spaeth : Thank you, Linda. Okay, you're good? John and and Ben, if you want to leave that's, you know, your choice. 40:43 : Jack Spaeth : I'm sure I'll be talking to you a gentleman soon. 40:45 : John Dillon , Ben Zimmerman : Great, thank you so much, guys. Really appreciate it. And. 40:50 : John Dillon , Ben Zimmerman : Eureka, we also gotta leave it at the rings and I'll sending them to you right after this meeting. 40:55 : Jack Spaeth : Okay, very good. Thank you so much. 40:58 : John Dillon , Ben Zimmerman : Thanks. Have a great day, everybody. 41:01 : Jack Spaeth : You too. 41:06 : Jack Spaeth : Is he going? 41:06 : Jack Spaeth : Let me get Samir or oh, I was texting them. Okay perfect. 41:19 : Jack Spaeth : Did some of this? Did someone say something? 41:23 : Jack Spaeth : I thought I had someone speaking out of it. 41:28 : Jack Spaeth : But it's gonna be the slido fee for the rocks just kind of the hill there and the single really lightened up. 41:43 : Jack Spaeth : Was supposed to print some stuff? Yeah, he's got them right here. Yeah. These out. Yeah, gotcha. Sorry. This was also a previous. 41:57 : Jack Spaeth : This is what we were talking about like two years ago actually. 42:02 : Jack Spaeth : But it's not necessarily the subject of the meeting. I'll kind of explain when I introduced the. 42:14 : Jack Spaeth : You in the building? Okay, come on over. 42:30 : Jack Spaeth : This isn't what is on the table necessarily it's just for the purpose of discussion. Is he coming over or not? Yeah. Okay. 42:42 : Jack Spaeth : I know we need like a. 42:44 : Jack Spaeth : Waiting room or some kind of room. 43:11 : Jack Spaeth : Quite. Okay, good morning, Samir. This is Samir Berdanavige. He is the current owner of Cafe Milano, the former Chesterfields, and is a independent contractor who's got a full crew. 43:28 : Jack Spaeth : All kinds of work on all different kinds of things. So if you want to just talk about your project and what your Well so actually before he speaks about what we may, he may or may not do and what we've been talking about, I just wanted to address the board, on why Samir is here kind of in this capacity. 43:50 : Jack Spaeth : This is something I do want the board to do more often. We have a lot of local people who have invested a lot in the community, who have interest in properties, sometimes those properties can be sold by the board. This idea. It's a vehicle for that. 44:10 : Jack Spaeth : And when people come to kind of my office and they start talking about things, one of the, something that I'd like to start seeing happen more often is someone can just come to this board and say, listen, I'd like to be on your agenda, talk about what might happen here. 44:27 : Jack Spaeth : Questions can go back and forth or can be a discussion. 44:34 : Jack Spaeth : Fluently opened for people who might not just be part of kind of the, the typical. 44:40 : Jack Spaeth : Mainstream of the major quote major developments like a twenty five million dollar project. Something as small as this, proposal is very important as well, especially the surround neighborhood. 44:55 : Jack Spaeth : Kinda just throw Samir to the wolves, I will say that. 44:58 : Jack Spaeth : Everyone's familiar with the bleaker street neighborhood where nineteen hundred leaker is, correct? It's the current property that's currently kind of been purchased out from under the debt of Bowers. It's the whole former VE building. There's an open lot next to that, which is in between Ontario and Oscar Street, which is vacant. It's next to the old. 45:20 : Jack Spaeth : Property. So we're talking like boilermakers start, just to give everyone a roughers, right? 45:26 : Jack Spaeth : So cafe Milano is in the building of the former chester fields just so everyone understands that, right? 45:32 : Jack Spaeth : Samir came to me a while ago and said, hey, you know, I've been investing in this block of completely renovated this building. It's not apartments, the restaurant is full fledged running bankets et cetera, and so premier bar, it's very successful. He does have his own parking. He also has another business and also business colleagues. 45:54 : Jack Spaeth : The community that, had interest in, at first saying, hey, can we buy this whole piece of property? 46:07 : Jack Spaeth : The fact that that front third of the property could be subdivided, which we did some preliminary work through the UED office. 46:16 : Jack Spaeth : Samir then put together some renderings and some kind of proposals of adding parking there and then having a building, which that's what you see on the map is this front third of the property that could house one of the construction offices, also have a rearrants for. 46:35 : Jack Spaeth : And parking for other possible office space. So picture like a three, you know, bay kind of residential mixed use development there that would be purely commercial. 46:48 : Jack Spaeth : I thought it was great that someone who invested so much into the neighborhood wanted to kind of take the next steps and go across the street and do that. Regardless of what he was developing, he wanted to be kind of commezerate with the look and feel of the restaurant cause that was the whole point. An invested property owner who has been become successful. 47:11 : Jack Spaeth : The shadow of a disaster that the city created. I'll just say it like that. That is why I wanted him to be able to come in and just address this board so you guys can ask him some questions. 47:20 : Jack Spaeth : This is purely to introduce you to this because we may do the work to subdivide this, and then this this board might be a vehicle to sell that property. So, I just wanted to introduce that. All right. All right, so the location suits perfect Milany sitting right across. 47:41 : Jack Spaeth : The street. I do a lot of banquets. We do. 47:46 : Jack Spaeth : Weddings, we do contents, we bring music to the city. I can use it, I would make a lot of parking space for my facility. Also, it's a eyesore. Everybody's telling me, you know. 48:02 : Jack Spaeth : The sidewalk is, you cannot even walk on it. It's terrible. 48:06 : Jack Spaeth : Like he said the bowers building, it's it's much better condition right now, it's fan stuff, we have full playing all the way down the blicker, we were picking it up cleaning it up. 48:19 : Jack Spaeth : And I think this I liked I like the location I've been there for six, seven years right now with Milano, basing community, we do. 48:31 : Jack Spaeth : A lot of. 48:35 : Jack Spaeth : Baby first birthday. 48:38 : Jack Spaeth : You name it and we do get Titan parking sometimes too. Plus. 48:45 : Jack Spaeth : The building, like he said, I only construction business too, I can put it beautiful facility like. 48:53 : Jack Spaeth : A for my equipments for storage, for stuff like this, but instead doing that, I was gonna, you know, I, I wanna, I talked to my daughter. 49:10 : Jack Spaeth : Like three unit building, like residential. 49:14 : Jack Spaeth : Phase, and. 49:17 : Jack Spaeth : The location's great. I've been around for, six, seven years on the, on the side of the city. 49:24 : Jack Spaeth : And it's sitting back, like I said it's eyesore sidewalk, can I even walk? It's terrible. So, are you looking at the first two lots or just the first lot? So this is just one lot right now. That's why we just kind of cause this is what he kind of handed us almost a year and a half ago in this conversation started, right. And. 49:47 : Jack Spaeth : Right now we had done the work to divide this into three. So it's it's that first lot, but a little bit deeper. Okay. Because there is, if you go to that site, there's a natural. 50:01 : Jack Spaeth : Want to preserve behind that law so that if the nineteen hundred Bleaker is purchased and redeveloped, that facility would still be able to get through this property pulling trucks out of Oscar and then onto Ontario, for example. So we're considering the fact that the back of that property may still be necessary for the redevelopment of. Okay. 50:23 : Jack Spaeth : Hurting the redevelopment of nineteen hundred by trying to get the Now where where's the nineteen hundred October. Yeah, so if you look at it San anthony's church is here nineteen hundreds here. Okay, so they still got that, that lot that could be for parking over there. Yeah, there's that house that's way in the back. 50:46 : Jack Spaeth : There's a couple of trees in a house a guy goes I mean, some days something might happen, I think you know I don't know what. Well, so respectfully, that's why I'm also here. 50:54 : Jack Spaeth : I've seen this city squash a lot of smaller developments for years because something might happen. 51:01 : Jack Spaeth : And, it's a large part of the reason why I got involved. 51:07 : Jack Spaeth : Give enough credence to smaller developers that want to do things in their own neighborhood. That's why I want this board talking to people more often like this. 51:18 : Jack Spaeth : I sat down with my team in UED and said, how can we allow this to happen without removing the potential of nineteen hundred bleaker possibly needing that land behind it, right? Yeah. And, and I think we came up with a pretty good balance on it. Now, the other reason I want someone like Samir to be here is. 51:40 : Jack Spaeth : What are the questions you're gonna want to see answered when he finalizes renderings and says, hey, I'm gonna purchase this and I'm coming to the board to purchase this and here are my final plans. That's like what, what do you want to actually ask him now in gentlemen? So just you know fire away, I guess because that's what we. 51:58 : Jack Spaeth : Want this to be a completely open process, right? Who owns this one and a half acre other piece here? Is that No, this is all one piece. No, this is what I propose. I have a, I have a partner who would probably go in on another. It's all. Except for the carver. That's a house. Yeah. I'm looking at. 52:20 : Jack Spaeth : Google earlier ok would the additional parking allow you to have more concerts? 52:28 : Jack Spaeth : You'll have concerts no matter what, small is across the street from my building and they awesome. They, they are in the building actually they called me, they wanna get rid of the building. 52:40 : Jack Spaeth : It's a nut, and there's plenty space there and they let me use it Friday seven because they're now open just not block the garage doors, and I'm I'm I'm good terms with them. Excellent people, other conscious bring a lot of people from a lot of town. We, we do bring people from. 52:59 : Jack Spaeth : Like New Year's Eve I I have two hundred people coming and two hundred people show up with a two hundred cars. It's great. Yeah, two hundred and fifty. Yeah. It's crazy. It's like they come in two cars. Yeah, it's insane. 53:16 : Jack Spaeth : Other than that, like I said, it's pure for piece of price sitting vacant. 53:22 : Jack Spaeth : Somebody shouldn't make a move on and kind of build something. 53:28 : Jack Spaeth : I'm the first of all. This was something where we had a bunch of people come in a year and a half ago. I just told Brian print up everything that came in a year and a half. Oh I need only one yes, yeah. And I think. 53:41 : Jack Spaeth : The best one that would suit me is the first one because it's so close to me, easy accessing and out. 53:48 : Jack Spaeth : The mechanics though. I mean we don't own it yet. 53:53 : Jack Spaeth : And that's and that's the key here. So in the past. 53:56 : Jack Spaeth : We did the corvino. Exactly. And that's how this will do we recommend it to the city. So Samir's project, we would recommend to the city and then the city would sell it based on our recommendation or the city would deed it over and ideat would literally sell it. Yeah, That's that's the typical way to do it. Do we didn't do that with. 54:17 : Jack Spaeth : Do we? Or, alcovina? Do we? Yeah, I think we did that. No, we didn't the same thing there. If the revenue stay within the scope of the idea? The revenue? I'd have to look at that. I think the idea. That's my point, yeah. This would be a situation where just for transparency or this would be a situation where the idea would then. 54:40 : Jack Spaeth : Yeah, right? Yeah, I mean we charge a fee for, you know, but. 54:45 : Jack Spaeth : You know that went to the city. Right. Exactly. Right. 54:50 : Jack Spaeth : No I think, you know, I, the problem with us in a small project is, is that feasible I mean we can recommend it to the city and sell it, right? But when you get into the pilot payments, is there. That's not why we're here right now. 55:06 : Jack Spaeth : That's a purely to have the board so. So ask questions vet it, we're the industrial development. You don't see this board, right? I want us working with more small developers who want to come and ask all the questions. 55:23 : Jack Spaeth : All the questions asked as they're starting to branch into this stuff. I've been meeting with multiple. 55:31 : Jack Spaeth : Within the community, not the single advisory community, who have spent the past twenty years. 55:39 : Jack Spaeth : Building up, a lot of cash value and now they want to reinvest in the community. So this is something that might continue to happen, right? And the idea board as much as people typically just come here when they need a pilot. 55:53 : Jack Spaeth : Also is a board that also advises and assists in people moving forward, right? That haven't gotten into bigger projects, and that's kind of why I want to start this type of discussion. 56:06 : Jack Spaeth : Good discussion. 56:09 : Jack Spaeth : Alright, so any other questions? I mean if we're in favor, how quick, what's your timeline? That's a good question. We would probably move on to early spring. Yeah, you don't want to start nothing now. 56:23 : Jack Spaeth : It's, it's crazy. 56:27 : Jack Spaeth : I mean, we could induce a sale or that. 56:31 : Jack Spaeth : And you could close this right, you know. Exactly. If you want to start the process now, we could move towards getting you approved and then you can start when you start. 56:40 : Jack Spaeth : So possibly the next meeting however that's has. 56:43 : Jack Spaeth : To happen. You have to fill. 56:47 : Jack Spaeth : Yeah, why don't. 56:48 : Linda romano : You give them an application? 56:50 : Jack Spaeth : Yeah, Linda? 56:53 : Linda romano : It's like why don't we give them an application so he can fill it out and and then we can at least get the process started for him. 57:01 : Jack Spaeth : What's a way to do it? Do it. Okay. 57:05 : Jack Spaeth : Thank you for hearing it, and then how do we market this going forward cause nobody thinks of us in a small project, right? 57:13 : Jack Spaeth : I mean that's kind of what I'm trying to get going here, right? So that's. 57:16 : Jack Spaeth : And not for the purpose of just handing out like, everyone thinks IDA pilot, like that's the only thing, right? There's a lot of different things the industrial development agency could be doing through a lot of different ERP for you know like evolving loans the budget, to put money into the community for things, right? But the. 57:38 : Jack Spaeth : The only ones who know, the idea exists is putting the money in is people sitting around the stable. Exactly. So that's, you know, I want that to be much more of a process moving forward and Yeah it might be two and a half years in but this was kind of like, one of the things I've been trying to chip away at for, for the last two years. 57:57 : Jack Spaeth : Here we are. Yeah exactly, yeah. No it's good it's positive, right? 58:02 : Jack Spaeth : And the other thing, just so the ideas of ideas where there is a little salonic across the tree as well. Yes. 58:09 : Jack Spaeth : You know, and that's, that's the whole point. This would add parking for that as well. That's been a discussion kind of as a neighborhood business accountable, so. Yeah. Cool few neighbors that are like neighbors. 58:24 : Jack Spaeth : Thank you. Of course. All right. 58:29 : Jack Spaeth : The ball started. Yeah. All right, thank you very much. Sounds great. Good. Thank you. All right. 58:37 : Linda romano : Thank you. 58:39 : Jack Spaeth : Thank you. Yep thanks for thanks. We'll see. You too. Take care. All right, anything else Jack? Nope, nothing on my case. 58:49 : Jack Spaeth : So move second, all favor. Oh, so moved. Good meeting. 58:58 : Jack Spaeth : Thank you enough, thank you. Thank you Linda Linda.
