How to purchase City Property

If you are interested in acquiring and rehabilitating properties that are tax-delinquent and or abandoned in the City of Utica you can do so by either downloading the application from the City of Utica website or you can pick one up on the 2nd floor of City Hall.  Just email or call us with your email address and we will be glad to forward you an application or list of properties.

The Urban Renewal Agency requires that you make an appointment to go through the property before you submit an application. We sell the properties on an "as is" basis, this includes vacant lots.  You may schedule up to two (2) properties per person/family per day.

Once you have seen the property, you can submit your application.  Along with the application you must submit a developer's fee (amount is listed on the first page of the application). You must also submit copies of financial statements. 

The financial statements must show that you have enough money to cover the amount that you are bidding on the property, the amount of the estimated repairs that you listed in the application on page 2 (Redevelopment Proposal), as well as the back water and solid waste charges.  An application received without both the developer’s fee and the financial statements will be viewed as incomplete and will not be accepted.

A property that has more than 1 bidder interested MAY go to auction at the next public meeting of the URA Board.  You will be advised of this by phone.  You will only be able to increase your bid by the amount of money that your financial statements reflect. (ex. Bid $1000.00, estimated repairs $1000.00, total of $2000.00 needs to be shown.  If you show that you have $3000.00 you will be allowed to up your bid only by $1000.00, the difference between bid + repairs - total you have shown.) So it is better to have a financial "cushion" when submitting an application.

It is the responsibility of the bidder to check into any assignments, the back water and solid waste charges.  The phone numbers are on the 4th page of the application. 

The deadline to submit an application to purchase a property is noon on the Thursday before the meeting. Meetings are held every two weeks on Thursdays, at 9:30am in the Common Council Chambers on the 1st floor of Utica City Hall. Only the properties which have completed applications submitted will be reviewed at this meeting.

Bidders are required to attend the meeting at which your offer will be reviewed. All meetings are open to the public.
