Where can I get an application and list of properties?

Applications and the list of property can be picked up on the first floor of City Hall or by calling and giving us your fax number and we will fax it to you. Click here to download the application.

Can I see the inside of the property?

Yes, you can call and make an appointment to be taken through the property.  Actually we require that you see the property first before you submit an application.

What do I need to submit an application?

You need the completed application, developer's fee and proof of financing to show that you have the funds to cover your bid and improvements.  Applications will not be accepted without all of the above.

Do I get my money back if I do not get the property?

Yes, you will be issued a refund of the developer's fee that you paid when you submitted your application if you do not get awarded the property.

What fees am I responsible for?

  • Developer's fee (listed on 1st page of application), must be submitted with application.
  • Back Water charges and delinquent Solid Waste charges.
  • Purchase price of property (amount that you bid on property). Due at closing.
  • Recording Fees, due at closing.

How long do I have to make the repairs to the property?

You are given one (1) year to make the repairs to the property. When they are completed, we perform an inspection and if repairs are done to the satisfaction of the Agency, we issue you a Certificate of Completion which you then file with the County Clerk's office.  There is a $50.00 charge for the Certificate of Completion

What can prevent me from getting  a property?

If you currently own property in the City of Utica we do a check to see if you are up to date on all of you taxes (for each property owned) and we check to see if you have any outstanding codes violations (on each property owned).  If any of the property owned comes back with a delinquency or a code violation your application is automatically rejected.
