Resolution of Dissolution
Resolution The Dissolution of the Utica Parking Authority
At a meeting of the Utica Parking Authority held at Utica City Hall on March 7, 2007 the following Resolution was made by Mr. Nelson, seconded by Mr. Hill, and approved unanimously.
WHEREAS, when the Utica Parking Authority was established in 1984 for the purpose of constructing and maintaining projects relating to parking within the City of Utica and as such it absorbed certain City employees who were performing various functions related to the operation of the parking garages, and
WHEREAS, the Authority’s functions have now become largely ministerial in nature and it utilizes the City staff and resources for support in its day to day needs; and
WHEREAS, the Parking Authority Board members after much discussion and investigation, have decided that the parking infrastructure and employees can be competently managed and controlled by the City of Utica; and
WHEREAS, that the Utica Parking Authority shall be dissolved in all aspects and its current employees shall be transferred to and become the employees of the City of Utica; and
WHEREAS, that the City of Utica shall assume all responsibility in the management, operation and control of the Parking Authority’s off-street parking facilities and all expenses incident thereto; and
FURTHER RESOLVED; that the City of Utica shall maintain an Advisory Parking Committee; and
FURTHER RESOLVED; that the Utica Parking Authority shall transfer and deliver ownership and title to all real property used in connection with off-street parking and all personal property now owned by the Utica Parking Authority and used in connection with its facilities and the Board shall execute and deliver to the City any and all instruments and documents to effectuate the provisions of this Resolution; and be it further
RESOLVED, that this Resolution shall take effect April 1, 2007
