FOR IMMEDIATE RELEASE Contact: Angelo Roefaro City of Utica, Mayor's Office Tel (315) 792-0100 Fax (315) 734-9250 City of Utica to Upgrade Buildings, Conserve Energy, Reduce Greenhouse Gas Emissions Utica, NY (Tuesday, February 12, 2008) -- The City of Utica has negotiated an agreement with Johnson Controls, Inc. to install needed improvements to city owned buildings to conserve energy and reduce greenhouse gas emissions. This work will be conducted through an Energy Savings Performance Contract, a mechanism made available for use by municipalities through the New York State Energy Law. According to Mayor David Roefaro, "Performance Contracting provides a reduction in energy use, while providing much needed infrastructure improvements without spending capital funds. This project will assist us in meeting federal energy, water, renewables and emissions reduction goals." Under this unique arrangement, the energy cost savings that the Company guarantees will fund the work for the City. Johnson Controls pays all costs involved in identifying, installing, operating and maintaining the new energy-efficient equipment. In turn, they will be compensated with a share of the cost savings resulting from the improvements. At the end of the contract, the City will own all of the equipment, and will receive 100% of the continuing savings. This project will make improvements to HVAC (heating, ventilating, and air conditioning), lighting, and facility management systems. The improvements will make the buildings more energy efficient and improve comfort conditions as a result. Energy consumption in City owned building will be reduced by 18%, saving the City over $150,000 per year. Additionally, the energy savings will result in a significant reduction in greenhouse gas emissions from City owned buildings totaling approximately 1,150 tons per year. Deputy City Engineer Michael Mahoney said, "These infrastructure improvements will provide a healthier, safer working environment for employees and visitors, while saving taxpayer money in the long-run. Improvements to City buildings have been neglected in the past, and this is a great way to address the problem without a large cash outlay." The work will take place in most City owned structures including City Hall, DPW Garage, parking garages, Police Station, and most of the Fire Stations. The improvements to be implemented include:
