The City of Utica enforces the New York state Property Maintenance Code.  The Property Maintenance Code of New York State combines language from the 2000 International Property Maintenance Code, 2001 supplement to the International Property Maintenance Code, and New York modifications developed by the State Fire Prevention and Building Code Council and its Property Maintenance Code Technical Subcommittee.  In addition, administrative modifications to the 2000 International Property Maintenance Code were developed by the Department of State's Administrative Task Group.
